Dependent certification and receipt of unemployment benefits or other compensation for loss of income

Limits on dependent’s income (based on official notice from the Ministry of Health, Labour and Welfare)

Income standards for unemployment benefits or other compensation for loss of income are shown below. A family member cannot be certified as a dependent while receiving benefits exceeding these standards.

Less than 60 years of age Aged 60 or older

●Unemployment benefits or other compensation for loss of income
This compensation is paid to ensure a stable livelihood while the recipient is unemployed or unable to work due to sickness, injury, childbirth, or other reasons. It includes the following programs:

If a dependent receives unemployment benefits (base allowance under employment insurance)

These benefits are paid to persons who have the desire and ability to work but are unemployed.

POINT
  • The Public Employment Security Office will issue a certificate of eligibility for employment insurance benefits to persons receiving unemployment benefits.
  • Keep this certificate in a safe place. It is used to confirm the start and end dates of payment of unemployment benefits when applying for dependent certification (dependent addition or removal).

①Those who have left their employers for their own reasons (may qualify under ② below, depending on the reason for leaving employment)

Benefits are restricted for three months.*
While the family member may be certified as a dependent for the period until he or she begins receiving benefits, the number and complexity of the procedures required for this certification often result in failure to complete all procedures in time.
If possible, the family member should become a Voluntarily and Continuously Insured Person under his or her former employer’s health insurance or join National Health Insurance until receipt of benefits ends or he or she begins work.

Those who have left their employers for their own reasons

  • ** Restricted benefits period
    The restricted benefits period applies because people who leave their employers for their own reasons are regarded to have had the time to prepare for the cost of living with the ability to earn their own living while seeking other employment or while unemployed.

②Those with special eligibility for benefits and those unemployed for special reasons

No restricted benefits period applies for those determined by the Public Employment Security Office to be unemployed for unavoidable reasons, such as marriage, accompanying a family member on a job transfer, or relocation of their place of employment.
Benefits will be paid soon after the individual starts seeking employment. If possible, these individuals should become Voluntarily and Continuously Insured Persons under their former employers’ health insurance or join National Health Insurance for the period from the day after they leave their job until payment of benefits ends.

③Those extending benefits period

This system enables persons unable to work right away to postpone the time at which they will begin receiving unemployment benefits. Examples include persons accompanying family members on overseas job postings or caring for children.
In such cases, don’t forget that you are required to complete the procedures for removing the family member from your list of dependents after he or she starts to receive unemployment benefits.
